This is a long storied card with both an ability and a character I always wanted to see in the game.
Bringing the Announcer in the game, there always had to two things he would do to be loyal to the source material. First, he had to be able to be used by everybody. He’s as neutral and impartial a character that you could possibly get in the Dragon Ball series. He has ruled both for and against heroes, villains and even Majin. We felt like whatever he did, he had to be playable as an ally for nearly everyone. There is some precedence in Score printed cards for this with Bee the Puppy, so we felt comfortable adding that power to Announcer.
The other thing was that he had to have a power that affected both players. The Announcer never played favorites, so having a power that would only affect one player wouldn’t make sense. The Announcer is the ultimate rules lawyer, and while he might forget to count every now and then (like between levels 3 and 4), he had to basically be a location in ally form.
Now on to the power. The power is actually something that I’ve struggled to put in the game for a while. The 1-3 anger victory has been viable for over a decade at this point, but it really started to become more viable once beatdown took its rightful place at the top of the Retro food chain. This of course meant that 1-3 decks that couldn’t shoot up levels right away would just become even less viable then they already were. On the flipside however, there were already super powerful 1-3 personalities that didn’t level and anything that we gave to the less power 1-3 decks we also gave to those decks.
So the first shot at making this power was going to be on a Sensei card. Now we knew many of the best Dragon Ball personalities were 1-3, and rather then giving them an invulnerability to one of their few weaknesses we decided to add the clause “You cannot win by the Dragon Ball victory”, which would only affect the controller of the Sensei. However, personalities like Bojack and our own Baba made this card just too powerful in those decks or needing even more text to get around it (at one point I added “Allies cannot be in your Sensei Deck” to it).
The next time I would revisit this power is when I started working on some Bulma stuff to make Bulma the Wife more playable (spoiler alert, I’m trying to make Bulma the Wife more playable and a set of Bulma cards will be released soon). The original iteration was on a location called Bulma’s Laboratory which did exactly the same thing as the announcer except it was Bulma named and also had the line “You are considered to have Bulma in play as your ally” since there are some Bulma named cards that controversially key off that distinction. We instead opted to just give Bulma some more useful named cards and putting that power on an ally.
Not bad, but after some thought we felt that this power would be better flavor wise on announcer, as well as opening it up to villains and Majin (and not tying up one of the more useful allies in the game). So this Oolong will be getting a new power (but most likely keeping the Bulma clause). Until then, enjoy the Announcer.
Just some quick rulings with Announcer: His power is always active, even outside of combat. While he is in play, the controlling player cannot opt to not use his power, however the power can be shut off by effects that normally shut off Constant Combat Powers. Should Announcer leave play or his power be shut off, and both players could win by MPPV as a result, the player who has been at level three, uninterrupted, the longest will win at that point (assuming nothing else is preventing a MPPV).

i still think a “Baby” personality should be in this game. that is, a personality that “steals” allies and can use that against your opponent (just like the Baby in GT). it wouldn’t be too OP as it only affects players that run ally decks. lol just saiyan!!

i kinda like what you are trying to do with this…but just how exactly does it *not* make baba and especially bojack more powerful?…i feel like this just makes bojack even stronger by removing his strongest competition via broly saiyan 1-3…
It certainly does help those decks, but not in the way of this card being a Sensei would help those decks. The staying power of allies can vary, however against those two decks you named, the odds of having an opponent sensei in more ally hate are already significantly high. If you didn’t have much in the way against ally hate when facing those decks, then I think 1-3 MPPV might be the least of your problems.
i’m pickin up what you’re puttin down
The word “stack” seems like slang. I think it should read more like “…unless, a players main personality contains a level 4 personality card.”
As this card says “players cannot win…” it has to effect both players equally, Its reading like if one player has a level 4 personality card both players can win with most powerful personality victory regardless if one player has 1-3 only. My wording would individualize the unless portion and fix the vague term “their”.
Just trying to help cards be less confusing, fun ideas though.

Instead of making Bulma cards just clarify the “Finds” cards. By not doing so but making more Bulma cards instead is just being stubborn at this point.
As always, you are free to play the game in any way that pleases you with your own agreed upon rules. We are not an officially sanctioned body, our goal is to simply promote and preserve the game.
We wholeheartedly disagree with the idea of errata’ing Score cards to give them additional functions and benefits. While we may step in during rare circumstances to restrict, remove or errata problem cards, adding power to cards through errata is just not a good practice to have and you’ll find very few TCGs that actually do this (I cannot think of a single one off the top of my head).

I don’t know, I’d personally like to see the Announcer disallow MPPV all together. It’s such an archaic and cheap way to win nor does it even make sense as to how the character would win. Also if he would automatically get “World Tournament” to be place out in play that too would be great or vica versa.
yeah that was one of the reason why i never liked playing in a normal tourny because there would be crap red decks with zero money or skill put into them and it would be me using an anti dragonball and anti anger deck along with 50% of the other people was boring as hell to deal with it all the time.
